Skills don't respect weapon swap settings when continuously held

A skill set to be used with one weapon set only will not swap back to its designated weapon set unless its button is released and repushed.

Steps to reproduce:
Equip and allocate two skills compatible with both weapon sets. Set first skill to weapon set 1 only and second skill to weapon set 2 only. Press and hold first skill's button, then press the second skill's button for long enough to use the skill at least once, while continuing to hold the first skill's button. After the second skill's button is released the character will resume using the first skill without swapping back to weapon set 1.
