Splinter stack size Delirium atlas passives dont do anything

The small passive nodes that add 10% to stack size and the notable "Would you like to see my face?" are not working corretly. If you get that notable you should get 50% increased splinter stack size from non unique mobs. If you take 5 small passives you would get another 50% stack size making it 100% total stack size. This should make it so it drops 2 splinters everytime it would drop one like you could do in previous leagues. This doesn't do anythng currently. They only drop 1 splinter. The only things that drop more than 1 splinter are bosses.
