Unique item levels should always be the lowest possible.

Dropped a +3 Lifesprig, so it's a decent leveling wand for my next hc ssf btw character.

The only problem is that it requires lvl 66 and 116 int, so I won't be leveling with it, instead it will become juicy chance shard.

If this is intended, I have difficulties figuring out what was the idea behind it.

Kinda agree with this, cant build around a unique if it requires level 80+ because the build is done at that point.
Even worse to find out that when you meet level requirement and test it the combo doesnt work as expected.
Requirements are base dependant.

If you need a +3 wand to lvlup, find lower ilvl.
It would be unbalanced to use the 19-20 lvl integrated spell since lvl 1 char.
You realize that if they lowered the ilvl of all uniques to min, all spells tied to those uniques would also be minimum level? Effectively killing a large number of uniques?

Most of the skills can be from gems. No good reason why all of them can't be.
