I prefer experimenting with new options over a fresh league start. Will the bloodlines be available in Standard League?

If I understood correctly, yes, bloodlines are core (with the potential of further bloodlines being added in the future?)

No, the only way to test the new ascendancies is via joining the new league, it will be available in standard only if ggg decides it to go core, which usually doesn't happen with these kind of leagues where ascendancies are added.
