WE NEED A RECRUITING CHAT CHANNEL! Plus ideally chat mods to enforce it

Global Chat is filled with endless spam of guilds recruiting, plus people trying to sell services/map access for currency (castaway 1 div, tanky non-looting leecher requests, ascendancy carries, etc.).

While technically these should probably fall under the Trade chat category, absolutely no one sees it this way (and you don't get bites sending the ads in Trade either).

The solution is simple and has been implemented for years by Digital Extremes in Warframe - a Recruiting chat! A safe space where people can spam "LF leechers be tanky don't loot anything chaos or above 1/6" or "Selling ascendancy carries 1 div" to their hearts' content.

We're still technically in early access, so this is a great time to implement this simple and elegant solution, GGG! We're waiting!
