weird socket question

my son is playing poe, and we were using some jewelers orbs on some gloves and boots. it would only let us roll 3 sockets on each, indicating we had reached the maximum number of sockets. ive played poe for 1500hrs and never come across this. ive always been able to roll four. i looked in the wiki, and i found no info. any ideas?

Items with a low item level have a maximum number of sockets that can be rolled with Jeweller's Orbs.

Also, you can still craft 4 sockets on gloves and boots at the crafting bench even if they are too low level to roll 4 sockets naturally.
