[Feedback] Rework Resist Charms: Innate Base Resist + Max Resist on Activation

For next Content Patch 0.4.0, I would like to propose an idea to GGG to improve resistance charms. With this change, resistance charms would provide an always active innate base resist along with a temporary bonus to maximum resistance on activation.
• Ruby Charm: +15-25% Fire Resist (innate) + 10% Max Fire Resist (3s activation) • Sapphire Charm: +15-25% Cold Resist (innate) + 10% Max Cold Resist (3s activation) • Topaz Charm: +15-25% Lightning Resist (innate) + 10% Max Lightning Resist (3s activation) • Amethyst Charm: +9-15% Chaos Resist (innate) + 6% Max Chaos Resist (3s activation) The innate base resist makes the charm slot more valuable for gearing to bridge gaps for specific elements while the temporary max resist bonus on hit makes charge expenditure feel more impactful. Make it (2-5)x your values as a range for Innate and 2x your values for Max and we got a deal. Should activation length be 3s by default?
