Cast on gem cant be turned on...

As you can see, I have enough spirit, and I already know it should be working because I was literally using it until it randomly deactivated today. It says missing socketed skill when I have a skill slotted....

Upon further testing, it let me unequip my lvl 21 cast on elemental ailment and use a lvl 19 one instead which makes no sense
