Cannot get initial 2 expedition Atlas points

I have found Dannig in maps, in the campaign, and have him unlocked in my hideout. I have the quest to speak to Dannig, but regardless of whether I talk to him in maps during an expedition encounter or in my hideout, I cannot progress the quest.

I am playing on a character that was in HC league, had expedition atlas progress, and died. They are my first softcore SSF character, and so I had 0 atlas progress upon being sent to the softcore league. I was able to progress breach/ritual/del as normal.
