Gem bug/visual bug?

Hi Support!

One of my characters on my account seems to have some issues with +spell & +lighting skill levels that should be coming from my wand and focus. I was curious to know if this is a visual bug or something similar. I've experimented with taking things on and off (equipment, that is) and also deleting and re-downloading the game. Not sure what is happening, given I should at least have +5 levels to my lightning skills spells.
