Skill gem balancing

That's it, that's all I wanted and I thought GGG said major skill rebalancing was coming a few weeks ago. The other tiny minor QOL stuff is OK I guess but not needed. Things can still be fine if the league mechanic is good but come on man, shake up the fricking meta a little bit.

I've been around here on and off for 8 years. I don't recall any real balancing
