Uncut skill gems level 20 are too rare.
The perfect Jewellers drop too rarely.
In general, this whole scheme with uncut skill gems looks bad.
The best skills are possessed by a select few who are lucky.
Maybe it will be better to return to the scheme from PoE1, where the level of skill gems increases with experience.
The number of sockets will be increased with level, for example, 1-1, 2-5, 3-10, 4-15, 5-20.
This will equalize the chances for everyone.
I also consider it bad practice that only +5 / +7 to skill gems level on each item allows you to increase damage in the endgame.
It shouldn't be like this!
