All towers bugged after failing one

Now even when I complete a tower, I'm unable to place tablets. I've tried 5 different towers now, completed them all, the tower is highlighted green, but im unable to use tablets to influence the map.

My regular maps also have the three locks at the bottom like the towers do, it recognizes how many modifiers are on the waystone even but obviously ignores any tablets placed in there.
