[Suggestion] Dynamic Weather for Town Environments

The integration of dynamic weather for town environments would significantly enhance the atmosphere and immersion, making these hubs feel like living, changing parts of the world. Below is a conceptual framework for different weather states for towns:

Weather States
* Sunny: The default pleasant state. Sunlight casts sharp shadows.
* Overcast: A subtle change, dim colors with softer shadows.
* Light Rain: Drizzle dampens the ground, creating reflections.
* Heavy Rain: Intense downpour with thunder and lightning (like first zone Riverbank).

Visual & Soundscape
* NPC Dialogue: Add subtle, ambient lines to NPCs that reference the weather states.
* Torches and Fires: Fires, torches, and other light sources could flicker in heavy rain.
* Ambient Audio: The sound should dynamically adjust with the various weather states above. Faint drizzle transitioning to the roar of heavy rain.

Heck, Diablo 2 has dynamic weather and day/night cycles. I think this would be a great feature for PoE2.

This game has enough performance issues and you are proposing on adding more things to make that worse.

Give me a break, the first zone in the game Riverbank has heavy rain. There should be no performance issues in town.

Surprised not many people would want dynamic weather in town?
You must be really hyped for this suggestion to keep self-bumping so much.

I personally don't care. I don't think it is needed as Sunny would never match the first town's vibe.

If they add this on in 0.9 I wouldn't care. Just fix performance stuff long before this.
