Rage Regeneration from any source, as explained in the passive itself, "Does not delay Inherent Loss of Rage".
Inherent rage loss refers to Rage's "You lose 10 Rage every second if you have not been Hit or gained Rage in the past 2 seconds."

If you regenerate less than 10 Rage per second, you won't regenerate enough to overcome the inherent loss.
