Overseer Precursor Tablets

Key node from atlas boss skill "Organized Forces"{Non-Irradiated map With Powerfull map Bosses have + 1lvl}.
Yea its working when you have in a biome with a powerfull boss!
But when you dont have Powerfull boss and you want to make it powerfull to get that +1lvl with the Overseer Precursor Tablets the ilvl does not rise.
I have tested it with tier 15 waystone place it inside to a non powerfull non irradiated biome and used the Overseer Precursor Tablets to get that extra 1lvl from the Key node on the atlass skill Organized Forces but its not working. Please check it!!
