Rouge marker and relic wont work

for the rogue marker i did the quest line till the part where i have to open the portal right click on the marker and nothing happens and the relic i try and place it on the altar and nothing happens idk if i doing something wrong or if its just bugged.

Where are you when you're right clicking the rogue marker? Your hideout, a guild hideout, or which act's town?

Did you put in a Forbidden Tome first? Is it one that has details regarding an ongoing run?

The space for inserting relics is only visible with a fresh Tome in the altar. You can't change around the relics in use on a Tome recording an in-progress run.
