POE 2 king in the mists fight bugged/unable to progress

so this is my second attempt in doing king in the mists, and the first time i attempted the tier 2 version, the boss would not attack me for some reason when on the altar in the first phase. i continued on with dealing damage until it transported me to the teleportation maze phase, and did so normally. i entered the arena for phase 2 and he was still on top with the altar, both completely frozen like before and unable to be damaged. i logged off, ctrl click + logged in so i'd respawn in my hideout frustrated because i couldn't reenter the arena, so i paid for another batch of splinters; same results occurred, same outcome, no fix to it and nothing i could do
