ritual tablet drops bugged or intended?

some clarification from the devs would be nice. if its a bug then why hasent it been fixed yet? that patch that bricked the drop rates for ritual tablet was a while ago yet still no fix. so i assume its intended then? ritual is only for the rich players now?

wouldn't it be a really simple fix though? 1 person could do it in 10 minutes. i'm leaning towards that its intended.
