Unplayable FPS

I live in Laos. I play in Singapore server. Couple of days ago game went totally unplayable. It starts immediately from starting the game. I get 4 fps from the start and it doesnt change. Game has worked without any problems until this point. Changing the server doesnt solve the issue because the game starts with 4 fps from the first menu and it stays like that.

I thought the problem might be on my side but it seems thats not the case. Every driver is updated and I even installed the game again but nothing solves the problem. Every other game in my steam works great.

There might be something funky going on with my hardware and the game. Dont know.

Intel(R) Core(TM) i5-14500 (2.60 GHz)
RTX 4070 Ti
