Allow 1 copy of the same skill gem to be used only on the other weapon set

I'm playing with xbows and i have fragmentation round on set 1 with pure attack speed setup.
I want to use frag rounds on set 2 for another setup, pure physical, but i cant due to recent restriction.
What power abuse could cause to use only 1 copy of the same gem in 2 different weapon sets?
