Monster health bars

Why cant we see monsters health bars unless we have damaged them?

Makes absolutely no sense to me. I want to see whats coming at me. Make them hit harder if you want to change the dynamic of getting ambushed. Feel its extremely annoying checking "see monster health bars" then not seeing monster health bars until they are damaged.
