Heralds turn off when gaining reservation efficiency via Megalomaniac

The Fate Finding wheel at the south of the tree has 9%, 9%, 20% herald reservation efficiency. When slotting 18% via the small nodes on the tree, I have enough spirit to run all my gems. I picked up a Megalomaniac which gives the 20% notable and now, whenever I go thru a portal, one of my heralds turns off, despite having +2% efficiency.

In order to reactivate it, I need to either (1) double right click the herald, as the first click doesn't do anything, or (2) weap swap really quick, which is the easiest, but still really annoying to do every time I zone.
