Share Weapon Set not working?

I have two Mjolners and it doesn't seem to be working. On controller (XBox controller), I don't get the prompt at the bottom of the screen for dual wielding or single wielding. With keyboard and mouse, I am not able to right click the weapon set roman numeral (I and II) to lock the sets. I am able to do it with a separate 2-handed weapon (both controller and keyboard/mouse) and dual wielding other 1-handed weapons, just not these two weapons Mjolners.
