I don't understand Annuling magic items

Either I'm extremely unlucky or Annulment Orbs on magic items always removes the prefix first if there is a suffix and slamming with tier 3 augmentation orbs always adds a suffix first before the prefix?

You're probably unlucky. However you can use omens to force it.
