Skill gem limitation

As the title suggest,

The limitation on modifying the skill is a bad design.
It hard to make it work unless you has einstein brain and utilize the
Cast on ______ / spirit gem skill / unique utilizing

What i realized(mostly projectile):

1. Most lightning-based skill has chain built-in
2. Ice-based skill cannot chain/ projectile cannot ____
3. Physical skill has hit limit. ( hit limit is a very bad design to make a skill work / balance )

I've seen misoxshiru trying to make glacial lance work but he gave up.
He tried to make use of herald chain / HOT + HOI like the build he did last league.

At the same time, i saw a glacial lance video that constantly trigger comet using cast on something ( i didn't fully checked ) .

These 2 situation differ who can cook or be cooked.
