Ritual Precursor Tablets droprate seems way off in maps not previously given ritual mods by towers

I've ran 40-50 maps all with ritual tablets on, 140 gear rarity, 110+ waystone rarity, Rare Monster del and I've dropped ONE. ritual tabs.

I backtracked through my atlas to find older maps that were given ritual via the old tower system; and within 3 maps I've received 4 ritual tabs. this seems like too large of a variable to be inteded.
