Can not start Arbetr of Ash. Need help.

After puting 2 fragments arbiter entrance start an activation and nothing happened then and i can not put a last fragment and can not take the 2 fragments back that are already there. Anybody know what to do?

You need 3 fragments. Return when you have the 3rd.
