Let us hide unallocated atlas passives icon

I unallocate the boss passives in 0.3.1 now when playing on a new build that I'm leveling, because I'm not meant to be having those until I'm well into T15+ maps when you start unlocking them. It would be nice to hide the button on the bottom of the screen telling me I have unallocated passives to spend. PoE players: Our game has a wide diversity of builds. Also PoE players: The [league mechanic] doesn't need to be nerfed, you just need to play a [current meta] build!
