Non-unique ritual tablets don't drop in a new league started after 0.3.1

I started a hardcore SSF character after 0.3.1 which was a brand new league for me. Up to level 92, I've seen 0 non-unique ritual tablet drops.

The issue seems to be pretty widely reported:

Based on comments I've read, it might be possible that tablets are still dropping in "old" ritual maps (marked pre-0.3.1 through towers).

This is basically an SSF-breaking deal, since you can't really progress your character without crafting omens past a certain point.

Same issue in SSF. I haven't seen a single Ritual Tablet drop in 0.3.1.

+1. GGG can you at least acknowledge this problem if you are working on a fix? This makes endgame unplayable and it's so frustrating without knowing if/when it will get addressed.

I did a fresh start and got a single ritual and tablet in the atlas at the start and never seen one again. Same for the normal league since the patch i cant find any ritual tablets and you can see the price skyrocketing so something is definitely different

I'm also experimenting the same issue with ritual tablets but didn't try doing them in old maps to address if the issue is only in new generated maps, will give a try.
i'm also having a hard time farming exiles and omen of light after 0.3.1 no idea if they are bugged or nerfed.

On the other hand, plenty of atlas passives are bugged or even penalizaing the content they are supposed to boost (basically most of boss atlas passives)
