1,803,529,087-Act 9 quest items for Beast gone

while doing the act 9 quest to for the beast. I exited the game and now both quest items are not in my inventory and will not drop for the refinery and shrine of winds

There is no "quest item for beast" at the Shrine of Winds. That is for a different quest.

The quest items are turned in at Sin, so not having them in your inventory isn't unexpected. If you speak to Sin in the Quarry and he isn't opening the path still, and the item at the Refinery isn't dropping, then you're probably still missing the Basilisk Acid.

The Basilisk is in the Boiling Lake, an area accessible from the Foothills. Travel to the Foothills waypoint, and head up+right.
