Possible Bug – Eagon Caeserius NPC Not Spawning

I’ve been progressing through the current league and noticed that the NPC Eagon Caeserius hasn’t spawned for a long time. I’ve heard this might sometimes be caused by a bug, so I wanted to check whether my account or instance might be affected.
