Increase loot, reduce rarity

Right now, drops are really bad if you dont have IIR but it becomes great once you have over 100% IIR. This means, you are kinda forced to have it on your gear, if you want to get at least some decent drops from now and then.

Simple solution: Increase general loot, keep IIR ingame, but reduce the IIR numbers.

Example:
- Increease loot by 50%
- Decrease possible IIR numbers on gear by 50%

This way, you get some decent loot by default, but with equipment you can make it little bit better.
