Herald of Blood requires any martial weapon, but why?

I want to use Herald of Blood on a Blood Mage caster build, but I can't because Herald of Blood requires a martial weapon and I'll presumably be using a staff/wand for spell damage stats. You should remove the weapon type requirement on Herald of Blood so it can be used on spell caster builds.
