Disengage skill stops working until unsocketed and resocketed

Sometimes when I am fighting with parry and disengage, disengage will stop working, as in when i push the keybind for it, nothing happens, even though it is off cooldown. I can change that key to a different skill and that other skill works on that keybind but if i change it back to disengage it doesn't work.

The only fix i've found is to open up the skill gems UI and remove the disengage skill gem and place it back in again.

As i'm sure you can imagine this is quite disruptive during combat.

I do have my buckler (and therefore parry) on weapon set 1 but disengage is on weapon set 2 where I have a shield (Lycosidae) equipped, this may be unrelated.

Here is a video of the most recent time it happened to me. The skill stopping working SEEMS to coincide with the Forgotten Stag hitting me twice with a charge attack at 0:13 seconds into the video. Both hits were parried. Following that i was unable to use Disengage and you can see me mess with the keybind and swap weapon sets before going back to the fix i had previously discovered of resocketing the skill gem.
