Crackling Palm skill from Thunderfist gloves doesnt seem to benefit from Hollow Palm

Crackling Palm skill from Thunderfist unique gloves doesnt seem to benefit from Hollow Palm Keystone? Tooltps in game show my crackling palm only has 13.8% crit chance while every other skills have 44% crit chance. I'm guessing it doesn't benefit from hollow palm.

Is this interaction intended or is this a bug? If it is intended then the item is super underwhelming as an unique designed to work with hollow palm builds.

Crackling Palm deals Unarmed Attack damage.

Hollow Palm Technique gives bonuses when attacks would use your Quarterstaff's damage.
