Manifest weapon AI -Bugged or intentionally terrible.

Manifest weapons AI is either bugged or intentionally terrible, it is simultaneously not nearly aggressive enough and spends more time switching targets than actually trying to attack enemies. The ability should also scale somehow with levels because currently it does not at all. This needs a major look at. At the very least the AI NEEDS TO BE FIXED.
