Citadel Bug???

Is there a bug in map where Citadel won't show up?? I've done countless maps and I'm currently level 92, definitely should be higher if I'm not dying and have better gear but that's besides the point. I haven't seen a single citadel in my map, no light beams AT ALL! This is also the case for me last league when I played as the Amazon. I've played it until I'm level 90+ and also haven't seen a single Citadel, I have to buy all the fragments just to do the monolith but even after that, nothing! I've read that there's also a lot people who are experiencing the same issue, has this been address? Is there a fix? Please, I just want to do all the content in this game.
