Bug Report ID: #4200271815 - Issue determined with Shard Scavenger (weapon set 2 problem)

I had made 1 or 2 other posts but finally seemed to have located the issue. It never seems to trigger on weapon swap 2. Things I tried within a few minutes of generating this bug report ID:

0. For all of these instances, Shard Scavenger was enabled in both weapon sets (crossbow in each).
1. Was working with Permafrost Bolt in weapon set 1 and Snap bound to weapon set 1 only.
2. Stopped working when assigning Snap to weapon set 2 only (wanted to take advantage of some cooldown passives in my weapon set 2 tree).
3. So I assumed it was a weapon swap bug from the new functionality, but I even manually swapped and waited a second before casting Snap, still didn't work.
4. Then I tried also moving Permafrost Bolt to weapon set 2 (so it and Snap were in the same weapon set), still didn't proc Shard Scavenger.

My guess is other bug reports around this (mine and others) were due to weapon set 2 setups (seems to only work in weapon set 1). In a recent reply to someone else's post, I mentioned Snap triggering Shard Scavenger for freeze only and not ignite or shock. I think the underlying issue there was I was applying ignite and shock from my grenades in weapon set 2 and my snap was bound to both weapon sets (so since I didn't swap back to weapon set 1 to cast it, it didn't work due to the weapon set 2 issue with Shard Scavenger it seems).

Adding another piece of helpful debugging info. It seems it isn't purely a second weapon issue, it is when you have a copied weapon via locking 1 crossbow to both slots. I guess since when Shard Scavenger tries to proc on the copied weapon slot, it isn't a "real" weapon and so doesn't reload nor grant you the grenade charge nor 2 second buff.
