Stone charm and cooldown if stunned during casting

Is it intended for Stone charm to not prevent the stun that activates it? Do other charms work like that? At least the freeze one doesn't, it would be useless then, right?
Also, is it for balance reason that being stunned applies full cooldown to the spell? That (together with not being able to counter play using a charm) makes cooldown supports really annoying to play.

Other similar charms have "Immune to", while Stone Charm has "Cannot be". This modifier prevents any new stuns from occuring during the charm's effect. It does not remove any pre-existing stuns on the character (e.g. the stun that activates this charm).
The issue is that Stuns have an additional mechanic that is unaffected by Stone Charm:
Stun Recovery.


You'll likely appreciate your Stone Charm more with a little bit of Passive Tree investment in this supplimental stat.

I think having a charm to prevent stun or being less punished by being stunned (by not triggering a full cooldown) would make cooldown adding supports like Hourglass or Zarokh's much more fun.
