Why can't I access this tower?

I thought it had something to do with the Sealed Vault I just cleared but nope I still can't use it?

First, its not Blue so has not been unlocked.

Second it appears to be bugged (based on the image as no paths terminate at the tower.

The path shown bypasses the tower.

Clear all the maps around to see if a connection can be found.


I had a tower with the opposite, where it had a clear path, but clearing the adjacent map did not allow me to path to the tower. I had to clear another map next to the tower first.
