Ominous Portents to an oiled map, Distilled Emotions won't drop

In Path of Exile 2, is it unreasonable that currently, even if you add an Ominous Portents to an oiled map, Distilled Emotions won't drop? This is the case even if you break several Mirrors of Kalandra in the map.
