Extreme latency (~40,000–500,000 ms) in Path of Exile 2 — routing or server issue?

Region / Server: Turkey / Eu servers
ISP: Superonline
Connection: Wired (Ethernet)
I've been having problems for the last 3 days

Problem:
I'm experiencing extremely high latency — around 40,000 ms to 500,000 ms — while playing Path of Exile 2.
The issue causes complete rubber-banding, packet loss, and frequent disconnects.
It happens consistently, every session, and seems unrelated to my system performance.

What I have already tried:
1. Restarted PC and router multiple times.
2. Tested both wired and Wi-Fi connections.
3. Flushed DNS (`ipconfig /flushdns`).
4. Changed DNS servers (Google 8.8.8.8 / Cloudflare 1.1.1.1) — no effect.
5. Opened all Path of Exile 2 related ports on my modem/router — no improvement.
6. Disabled VPN/proxy/firewall/antivirus — no change.
7. Updated Windows and network drivers (everything is up to date).
8. When I use a VPN connection, latency drops significantly (from 40,000 ms to around 300 ms), suggesting a possible routing issue between my ISP and the PoE servers.

Resource Monitor and WinMTR trace showing 496,673 ms latency spike.

Been happening for weeks, still happening.
If I use CloudFlare WARP, my MS goes around 300. But even without it, the game is still unplayable. Please look into this issue.
Just posted about this issue for US Servers: Washington, Texas, California.

Has been a problem for weeks and it's the only game where this happens for me. Ends up taking out my entire connection to my residence when the spikes happen over 1000+

Just had a technician leave today and they found no problems with any of my equipment or the line/cabling.

GGG should make this a priority. Game is unplayable due to these servers.
