Pain offering not buffing

So my pain offering stopped working completely. The skill is active and the animation goes off but the visuals do nothing and i dont get the buff. When casting i lose mana like normal cast. Ive tried taking the gem out and putting it back in, putting the skill in a different slot.
I also have tried to verify game files. still nothing. Im not sure what to do. I literally cannot play my build without PO because i cant kill boss fast enough.
