Character screen binding with Ctrl+ modifier doesn't work

Ctrl+anything binding simply doesn't work specifically for the character screen for some reason, you can set the binding, but it won't open the panel. It doesn't seem to have anything to do with skill bindings either, my bottom row z-v is bound to skills, and also different panels when used with a ctrl modifier and everything works except the character screen. Unbinding the skills doesn't fix it.
Some one posted about it also in the PoE1 bugs section, idk if they posted it in the wrong area or it's broken there too.
