Map Mods and Tablets

Why are map mods tied to how many tablets you can run? Why isnt it just like scarabs in poe 1 where you just slap them in and go, doesnt matter if the map is no mods or 8 mod, just slap in and go. This system is stupid. if you are gonna make it like scarabs, just unlock them always, and add more ways to unlock the slots themselves.

Because running more tablets grants greater rewards and having more map mods creates greater risk through increased difficulty and fewer revives.

'cause they're not scarabs and this isn't poe1.

they are basically scarabs at this point, you put them in every map, and they add juice. that's a scarab
