[Strongboxes} where am I going wrong?

I've been running maps with over 100% quantity and rarity, with over 700%, sometimes over 1000% chance of finding strongboxes but it simply doesn't appear, not even one. O.O what am I doing wrong, or is it a bug?

Try running with less other content. Available slots might be filled in your maps, preventing other content like strongboxes.

LOL, it can't work like that, because before the patch everything was fine and even despite the presence of other content on the maps, there were still several strongboxes, the problem is clearly somewhere else
