Huge microstutters since 0.3.1?

Specs are

Ryzen 7 7800X3D
32 GB 2 Stick 6000 mhz ram
Rtx 5070 ti.

ever since patch i now have insane micro stuttering. Cpu spikes from 1-15 ms all the time and i noticed the cpu usage of poe also dropped from high 50-85% to now 15-25%

and no its not a overheating issue or any other issue. And no its not a game setting issue either.

I also have micro stutters. thinking it's server related because I ran a map and had no stutters and the next map I ran started stuttering halfway through.
