whittling targetting

Hello devvies

The targetting of the whittling omen has come into disarray again. I have a breach ring with following stats:

94 mana T5
22 rarity t2
13 all attr t2
15 all res t1
25 CHAOS res T1

For some reason the whittling is targetting the All attribute modifier T2 instead of the mana T5. This has also happened on other gear/items.
If there is a reason for this im not aware any kind soul can advise on it, as I suspect when the values were changed from multiverse (22-24) down to its current levels the Tier system reverted to its original setup (Where T1 was worst as in first league)
