[PoE 2] Twister does not interact with Whirlwind Lance properly w/ Frenzy Charge

In PoE 2, when several Whirlwind Lance "whirlwinds" are laid down without a frenzy charge, one twister may activate several whirlwinds.

When a frenzy charge is then used, one twister activates one whirlwind, ignoring other powered up (frenzy charge) whirlwinds.

This doesn't seem intentional.
